Hello everyone from your local MUD7 Board of Directors! 

We hope you are all doing well in 2026 and enjoying the wintery weather.  It is election time again and currently there are two positions up for election this year. Both current office holders have committed to running as incumbents. If you are interested in running for a Board position, please contact the District office or MUD 7 via the contact us link on this website.  All applications and paperwork must be filed with the District’s office no later than February 13, 2026. Also, please plan on attending the next Board meeting on February 10th (agenda posted on this website) If you are interested in running for a position. Winter Freeze Preparedness 2026

With freezing temperatures right around the corner, it’s a good time to refresh ourselves on precautionary measures for drops in temperature and cold weather.

The Four P’s to Prepare your Home this Winter:

  • People
  • Pets
  • Pipes
  • Plants

People

  • Avoid going outside if it is not necessary. If you do, make sure you layer up from head to toe.
  • To keep you and your family safe, it is imperative your home is warm.
  • Make sure your heat is set to an appropriate temperature to make your entire home comfortable. Remember, heat rises so if you sleep upstairs, your room may be warmer than rooms downstairs.
  • If you use a fireplace, make sure you have a screen to catch any embers that might escape or a rolling log.
  • Never use your stove or oven to heat your home.
  • If you smell smoke or see flames, call 9-1-1 immediately.

Pets

  • While protecting your family, it is imperative to protect your pets as well.
  • Pets, like humans, are vulnerable to cold temperatures. If not taken care of properly, they can succumb to frostbite and even hypothermia.
  • If you have a dog that typically lives outdoors, consider letting them inside when temperatures drop to freezing. While their fur does help to keep them warm, it provides little help in freezing temperatures.
  • If you absolutely cannot bring them inside, make sure they have a warm shelter, plenty of food and fresh water so it does not freeze.
  • If your pet looks like it has any symptoms resembling frostbite or hypothermia, call your vet.

Pipes

  • Turn off the sprinkler system shut-off valve. Most residential devices have two shut-off valves. These are typically covered in blue on the valve handles and located before and after the sprinkler system backflow device. A diagram is shown below.
  • Release the water pressure from the bleeder valves. The bleeder valves are usually located under the top of the backflow device. If the water does not stop flowing you may have not shut the valves off completely.
  • Leave the smaller bleeder valve open, this will let any remaining water in the line expand without breaking the device. Insulate your backflow device. Most hardware/home services stores carry backflow insulation supplies.
  • Make sure to cover all your exposed pipes with a cover. You can also cover your pipes with towels, duct tape or another adhesive strip as long as they are wrapped tightly.
  • You can also open up the cabinets to let warm air circulate throughout your home. Just make sure any harmful chemicals are out of reach for children and pets.

Plants

  • When cold weather hits, it’s a good idea to bring in all of your outdoor plants.
  • If you can’t bring in the plant, cover it with a blanket to make sure they do not die.

Other Tips

  • Don’t forget to make sure your car is okay for the freezing temperatures. Check your anti-freeze and your batteries. Also make sure to check your tire pressure and the tread.
  • Speaking of cars, make sure when you are on the road that you are mindful parts of the roads may be frozen, particularly bridges. Do not speed and never slam on the brakes.
  • Make sure if you use a generator, it is outdoors. Do not use a generator inside, including in your garage.

South Shore Harbour MUD No. 7 Updates December 2025

Greetings from your local MUD7 Board of Directors!

This past year has been a busy one for the board, finishing up the Austin Lake Bulkhead project, preparing for the Tucker Lake security project and working with the HOA Board to keep the property in great shape after the projects.  The MUD Board has budgeted $38k for landscaping projects for the HOA to complete to replace and enhance the trees and landscaping removed during construction.  We anticipate these projects to be completed in the spring of 2026.

Currently our final debt payment is scheduled to be paid on September 1, 2033, and the MUD7 District will begin the dissolution process subsequently.  In anticipation of this the MUD7 Board will meet at a reduced schedule in 2026.  We will continue to meet on the second Tuesday of the month at the South Shore Harbor Resort with a revised schedule.  We are currently planning to meet seven times next year to accommodate the election year, taxation requirements and the Tucker Lake project.  The MUD7 Board is currently scheduled to meet in January, February, March, May, August, September and December.

We will be posting another update regarding the Tucker Lake project soon, after the design process has been completed.

Notice of Public Hearing on Tax Rate: September 9, 2025

A public hearing on the proposed tax rate for South Shore Harbour MUD No. 7 will be held on Tuesday, September 9, 2025, at 11:30 AM at 2500 South Shore Blvd, League City, Texas 77573.

The proposed rate would increase taxes on the average residence homestead by 6.04%. For more details, including a full comparison with last year’s rates and voter rights, please refer to the official notice PDF.

Notice of Public Hearing on Tax Rate – September 10, 2024

The South Shore Harbour MUD No. 7 will hold a public hearing on a proposed tax rate for the tax year 2024 on September 10, 2024, at 11:30 AM at 2500 South Shore Blvd., League City, Texas. The proposed tax rate may affect your individual taxes depending on changes in the taxable value of your property compared to other properties in the district.

Key Changes in Tax Rates

  • Proposed Tax Rate: The proposed tax rate for 2024 is $0.390000 per $100 of value, a decrease from last year’s rate of $0.411200 per $100.
  • Percentage Change: This represents a 5.16% decrease in the tax rate.
  • Impact on Average Residence: The average residence homestead taxable value has increased from $395,007 last year to $414,476 this year. As a result, the tax on an average residence homestead would decrease slightly from $1,624.26 to $1,616.46, a reduction of $7.80 or 0.48%.

Your Rights as a Taxpayer

If the district adopts a combined tax rate that increases taxes on the average residence homestead by more than eight percent, taxpayers have the right to petition for an election to reduce the tax rate. This is part of the ongoing effort by the Texas Legislature to limit the rate of growth of property taxes in the state.

Austin Lake Bulkhead Update

Dear South Shore Harbour MUD7 Taxpayer and Residents,

The MUD7 Board of Directors has selected Shirley and Sons to complete the installation of a new bulkhead around the perimeter of Austin Lake according to the recommendations of our District Engineer. The Board of Directors is working with the District Engineer to address some of the erosion concerns around the lake. Also, an arborist will be used to trim or remove any trees as required to complete the project.

The district engineer is in the process of setting up the preconstruction meeting with the contractor and finalizing the contract which the board expects to sign at the next monthly meeting. After this meeting we will have a better understanding of when the project will start and how long it will take and provide some updates via our website or email blast.

To reiterate the points from the previous letter sent out with the HOA, the paths around Austin Lake will be impacted using heavy equipment and movement of machinery and materials, including increased noise and uneven ground in the area. Some path areas may be closed for safety purposes. The District, via our engineer, will monitor and inspect the project daily during active construction.

The Board very much understands that the community may have concerns and that there will be an inconvenience to the residents during construction. We believe the result will be worth the temporary inconvenience in order to provide a lasting bulkhead that is both aesthetically pleasing and well-constructed. South Shore Harbour MUD No. 7 Board of Directors Is Seeking to Fill Two (2) MUD Board Positions

Dear residents of South Shore Harbour MUD No. 7:

The MUD Board would like to fill two (2) positions to the Board of Directors and encourages those residents interested in serving the MUD to please reach out to the Board via the MUD’s website at board@sshmud7.org.

For a better understanding of the Board’s operations, feel free to review the website or attend the upcoming May 9th meeting.  The Board currently meets every 2nd Tuesday of the month at 11:30 a.m. and will also be holding a Special Town Hall meeting on May 11th at 7:00 p.m.

The project will have all outfalls completed by early April. At that point, the final touches to the project will be addressed including, turf establishment, sidewalk repair and any punch list items.

Kroger Lake Bulkhead Project

Dear Homeowners,

The South Shore Harbour Municipal Utility District No. 7 bulkhead project is well underway. Recently, you may have noticed some of the damage done to the sidewalk surrounding the Lake. Please note that the District monitors and inspects the Project with daily inspections during the construction process. It is the expressed goal of the District to return the property to its original or better condition after the Project is complete. This would certainly include repair of any cracked or broken concrete or sod which has been destroyed. The Board very much understands the concerns of the Community and is aware of the inconvenience that the Project may be placing upon the residents. The Board believes the end result will be worth the temporary inconvenience and shall provide a lasting bulkhead that is both aesthetically pleasing and well constructed. The Board thanks you for your patience during the construction process.
